Yes. On completion you receive all final artwork in vector and web formats along with full ownership. You are free to use it however you like and to take it to any other supplier.
Often a refresh is the better answer. If customers recognise your name and mark, throwing that away can cost you more than it gains. A refresh tightens the logo, fixes the colour and type, and adds the guidelines that were missing. A visual rebrand on its own will not. Rankings are affected when a rebrand comes with a domain change, new URLs or a rebuilt website, which is where sites usually lose traffic.
